A Building Permit (PBG) is a document that the owner must obtain when starting the construction or expansion of a building for the first time. The purpose of the permit is to ensure that the building is constructed according to technical standards. Therefore, any modifications to the building must be reflected by updating the PBG.
Basic Informations

1.      A Building Permit (PBG) is a document that the owner must obtain when starting the construction or expansion of a building for the first time. The purpose of the permit is to ensure that the building is constructed according to technical standards. Therefore, any modifications to the building must be reflected by updating the PBG.

2.      According to Government Regulation No. 16 of 2021, the IMB (Building Permit) has been revoked and replaced by the PBG (Building Construction Permit). The main differences between the PBG and IMB are:

·       PBG must be applied for before construction begins, whereas the IMB could be applied for either before or during construction.

·       The PBG primarily involves submitting a construction plan, after which government authorities provide feedback and recommendations on how to proceed with construction in order to comply with Indonesian regulations and standards. On the other hand, the IMB mainly focuses on approving the construction activities of the building.

3.      If there are changes in the building’s floor area, number of floors, or other significant modifications, it is necessary to apply for an amendment to the PBG.

4.      As long as there are no changes to the building, the Building Permit (PBG) remains valid.

Required Documents :

1. Land Technical Information

·       Land boundary map, including the plans of existing and completed buildings

·       Land boundary map and soil profile description, along with soil exploration/survey data (according to the required template)

 

2. Basic Information

·       Previous IMB/PBG

·       Identification Card/Temporary Stay Permit (KITAS)

·       Business scope area planning permit (KRK/KKPR)

·       Land use agreement between the landowner and the building owner (if the landowner is not the building owner)

·       Aviation operation safety regulation approval (KKOP) (if applicable)

·       Land use permit (SIPPT) (if applicable)

·       Environmental Impact Assessment (EIA) documents (AMDAL, Andalalin, UKL-UPL, SPPL), Population registration proof

·       Other documents:

o   Construction company information

o   Licensed architect

·       Religious harmony statement letter (SKUB) and a letter of explanation from the Ministry of Religious Affairs regional office (if the construction is for religious activities)

 

3. Architectural Technical Information

·       Building concept plan

·       Site plan, floor plans, section views, elevation views, and details

·       Interior and exterior space layout plans

·       Technical specifications, including general and special specifications (detailed list of materials, types, and characteristics used for construction)

·       Flood prevention recommendation letter (to ensure proper drainage connection between the building’s drainage and the city/environmental drainage system)

 

4. Structural Information

·       Simple technical calculations and foundation design, including design plans for basement columns, beams, floors, roof trusses, and other structural components. For buildings with more than one floor, the following must also be submitted:

o   Staircase and floor plans

o   Sliding wall plans (if applicable)

o   Basement design plans (if applicable)

·       Detailed structural drawings

·       Technical specifications, including basic and special specifications (detailed list of materials, types, and characteristics used for construction), including:

o   Renovation materials

o   Earthquake-resistant structural materials

o   Prefabricated and prestressed mechanical joints

 

5. Mechanical, Electrical, and Plumbing (MEP) Technical Information

·       Basic calculations and detailed plans for internal transportation systems (vertical and/or horizontal)

·       Noise and vibration level calculations that impact the surrounding environment, including detailed drawings

·       Electrical grid system technical plans, including source diagrams, network, general lighting, special lighting, and renewable energy

·       Detailed lightning protection system plans and technical calculations

·       Detailed plans and data for internal and external communication systems

·       Audio systems/evacuation sound systems detailed plans and technical calculations

·       Building automation system detailed plans and technical calculations

·       Security and access control system detailed plans and technical calculations

·       Detailed plans and technical calculations for plumbing and sanitary systems, including clean water treatment, wastewater treatment, stormwater management, drainage, and hazardous/toxic waste (B3) management systems

·       Fire protection system plans and technical calculations, according to fire risk level (fire extinguishers, fire alarms, fire hydrants, sprinklers, smoke exhaust fans, booster fans)

·       Detailed plans and technical calculations for natural and artificial ventilation and air management systems

·       Detailed plans and technical calculations for elevator systems (e.g., window cleaning machines)

(14) Technical calculations and detailed plans for management information systems, including for hospitals and other facilities

(15) Detailed plans and basic calculations for pneumatic tubes

(16) Technical specifications for mechanical, electrical, and plumbing components, including basic and special specifications (detailed list of materials, types, and characteristics used for construction)

(18) Technical plans and calculations for energy efficiency guarantees

(21) Carbon emission reduction plans and technologies

(22) Other resource and landscaping life cycle predictions

(23) Performance evaluation documents for landscaping phase

(24) Landscaping expert information and/or experts with certification in construction work or landscaping training certifications
