Environmental Management and Monitoring UKL-UPL is a report on the process of management and supervision of the environment as a condition of the Standard Certificate SS/Business License IZIN.
Basic Informations

1.      Environmental Management and Monitoring UKL-UPL is a report on the process of management and supervision of the environment as a condition of the Standard Certificate SS/Business License IZIN.

2.      For each business plan and/or activity to meet the following conditions, it must have UKL-UPL:

a.      Located outside of industrial zones.

b.      Land area between 10,000 m² – 50,000 m²; building area between 5,000 m² – 10,000 m².

c.      The Indonesian Business Sector Standard (KBLI) code includes types that require AMDAL, such as:

–        KBLI 13132: Textile (fabric) refining industry. The conditions for requiring UKL-UPL are:

·       Land area of 20 hectares > land area ≥ 1 hectare (in urban areas)

·       Land area of 30 hectares > land area ≥ 1 hectare (in district areas)

·       Or the use of groundwater with a flow rate of 11 liters/second ≤ water usage < 50 liters/second.

–        KBLI 01117: Sesame production industry. Regardless of whether the land area and building area are above or below the relevant regulations, this business activity must prepare UKL-UPL.

3.      In Indonesia, each business plan and/or activity must be in accordance with the designated plans and applicable regulations. Therefore, before preparing the UKL-UPL, it is necessary to obtain a technical approval letter in line with the company’s business activities. This technical approval is typically issued by the relevant authorities, confirming that the business activity complies with the necessary technical and environmental standards before proceeding with the UKL-UPL preparation.

4.      The technical approval letters include the following:

a.      Traffic Technical Approval Letter: For companies that require UKL-UPL, a traffic technical approval letter must be obtained.

b.      Emissions Technical Approval Letter: If the business activity involves generating emissions, such as from generators or chimneys, this letter is required.

c.      Wastewater Emissions Technical Approval Letter: If the business generates wastewater and manages it by installing its own wastewater treatment plant (IPAL), this approval letter is needed.

d.      Hazardous and Toxic Waste (B3) Technical Approval Letter: If the business manages or uses hazardous and toxic waste (B3) during its production process, this letter must be obtained.

e.      Hazardous and Toxic Waste (B3) Technical Details: For each business, if the business activities involve managing or handling B3 hazardous waste, a detailed technical document outlining these activities must be prepared.

5.      Preparing the UKL-UPL allows a company to obtain the Environmental Assessment Approval Letter (PKPLH), which is one of the required conditions for obtaining the Standard Certificate SS/Business License IZIN. However, without the Environmental Assessment Approval Letter, the company will not only be unable to obtain the Standard Certificate SS/Business License IZIN, but it will also be prohibited from carrying out construction activities or engaging in production and business operations.

6.      As long as the company is still in operation and has not made any changes, the Environmental Assessment will remain valid.

7.      Changes such as modifications in technical specifications, increased production capacity, higher workforce numbers, expanded business scope, land and/or building area extensions, changes in working hours/operating hours, changes in government policies, changes due to natural disasters or other reasons, or a lack of activity within 3 years after the issuance of the Environmental Assessment Approval Letter (环评审批函) will cause the existing environmental assessment to become invalid. In such cases, a new environmental assessment must be processed.
